Here we are at LACE Awards at Grimsby Town Hall.

The construction of a signalised Toucan crossing will provide a solution to address the inadequate provision for children attending Tollbar Academy.

It will be built on the northern junction arm of the A16 Louth Road over the two weeks the academy is on its half term break.

The work is taking place while the proposals to tackle the longer term traffic capacity and congestion issues in the area are reviewed.

North East Lincolnshire Council’s Cabinet approved the crossing last month and NELC leader Councillor Philip Jackson said it was looking at longer-term solutions to address the challenges at Toll Bar.

“The Toucan crossing will deal with the short-term road safety issues concerning pedestrians and cyclists,” he said.

“Officers continue to fully investigate longer-term options. In doing so, they are listening to residents, businesses, parish councils, Tollbar Academy and other partners.”

The proposed replacement of the existing roundabout at Toll Bar was previously considered by former Cabinets, Full Council and relevant Scrutiny Committees.

These reports highlighted the road safety issues associated with the junction arising from the high volumes of traffic, pedestrians and cyclists using Toll Bar, particularly during peak hours, without formal crossing facilities.

Councillor Stewart Swinburn, Cabinet member for transport and the environment, said it was important immediate steps were taken to improve road safety provision for pedestrians and cyclists at Toll Bar, including pupils at Tollbar Academy.

“It was clear steps needed to be taken as soon as possible and the Toucan crossing will address the immediate concerns,” he said.

“The current situation of informal crossing for pedestrians and cyclists is not really acceptable and we want to do all we can to avoid any potential casualties or collisions.

“We think this improvement will assist in that while we work with officers, partners and the local community in coming up with the best long-term solution.’’

Most of the works will be carried out under traffic management with no day-time closures. However, overnight closures on the A16 between Toll Bar and Louth Road roundabouts will be required during resurfacing works.

During the works, every effort will be made to maintain access to properties, though there may be short periods when this will not be possible.

Contractors, working for the council’s delivery partner Engie, will keep inconvenience to a minimum but apologise in advance for any caused.
